Centeno prohibits payment of salaries and allowances before 20th of each month

Finance, Defence and Culture continue to receive earlier wages. Education, Higher Education and Agriculture remain the last on the list.
The Ministry of Finance wants to fully control the Treasury cash outflows for payment of salaries and subsidies in all ministries and other services, decreeing that they are “forbidden” to make such payments before the 20th of each month during the year 2016.
A notice published by IGCP, which controls the State Treasury Central (where the bulk of the money to spend on the budget), says that “it is prohibited, in any situation, the advance payment of salaries and allowances.” Depending on the ministries and services, the limit can vary from 20 to 23.
Just to give you an idea, in 2015 the world of Central Government and Social Security will have paid more than € 15.1 billion in personnel expenses.
The statement also stresses that are also covered by these rules, “the agencies and departments with administrative and financial autonomy that can not process the respective commitments to pay for dates prior to those in this notice.”
The IGCP also explains that “in the case of some of the indicated days coincide with Saturday, Sunday or holiday, the payments in question go to the immediately preceding business day” and “to payment to suppliers will be effected on all working days month. ”
